Since 2022, Alma has been a management consultant at Public Knowledge®, LLC.  Alma is responsible for child welfare transformation work, including expanding kinship placements/services and reducing congregate care.  Alma received her Master’s in Social Work from the University of Tennessee.  When not working, Alma enjoys singing, traveling, live theater, Nationals Baseball, and spending time with her grandchildren. 

Charlotte, NC 

Since 2011, Andrew has been a management consultant at Public Knowledge®.  Andrew is responsible for the employer services team. He serves as a liaison between states and employers, with ten years of experience working with child support offices, courts, and federal organizations. When not working, Andrew enjoys time on the water with his wife.  

Hampton, VA

Since 2021, Carrie ‘Ann’ Clements has been a management consultant at Public Knowledge®. Ann has been responsible for assisting with training the development of processes, procedures, and methods to manage child support cases that meet state/federal guidelines and project goals. She has also assisted with compiling, analyzing, and utilizing performance data to identify best practices, opportunities for improvement in processes, performance gaps, and training needs.

Ann has more than 25 years of experience in the state and private sectors of the child support program. She worked for the South Carolina Department of Child Support with ten years of experience working with the Florence regional office as a Specialist and in the privatized Horry Region Office as a supervisor and then as the program manager. Ann has also worked in Baltimore as the customer service manager in the Baltimore City Office of Child Support, program manager in the Virginia Office of Child Support in Hampton, and child support expert for the South Carolina Systems. She has provided training in Maryland, Florida, Virginia, California, Washington, and North Dakota. Ann received her BS degree from Francis Marion University. When not working, Ann enjoys spending time at the beach.

Louisville, KY

Since 2019, Bonnie has been a management consultant at Public Knowledge®. She is currently a member of the team working in North Carolina to develop the state’s Child Welfare Practice Model and develop and execute the form IV-E Prevention Plan. Bonnie is also working with Georgia and Mississippi to enhance and strengthen their Continuous Quality Improvement work.  

Bonnie last worked in Tennessee as the Commissioner for the Department of Children’s Services. Bonnie holds a Master’s in social work for the Kent School of Social Work in Louisville, Kentucky. 

Jackson, MS

Since 2016, Chris has been a management consultant at Public Knowledge®. Chris is responsible as the senior technical analyst for IV&V services for the South Carolina Member Management Replacement Project (MMRP), focusing on the enterprise. Chris has over 12 years of experience working in and for state government agencies and more than 20 decades working in the IT industry. Chris received his BSBA in management information systems from Southern Mississippi University and is a certified Sitecore developer. Chris enjoys playing guitar and participating in Miracle League baseball with special needs children when not working.

Raleigh, NC 

Since 2009, Colin has been a Management Consultant at Public Knowledge®.  Colin provides IV&V services on the Pennsylvania MMIS Modernization project. Colin has over 12 years of experience performing test management for large projects and four years of experience supplying IV&V for state projects.  

Colin received his degree from Colorado State University and is a certified Project Management Professional and Certified ScrumMaster. When not working, Colin enjoys being outdoors and traveling.    

Daphne, Alabama

Since 2021, Donna has been a management consultant at Public Knowledge®, LLC. Donna is/been responsible for the project management for the child welfare training project and is a content expert in child welfare on several projects. Donna received her master’s in social work from Virginia Commonwealth University. When not working, Donna enjoys reading, relaxing with friends and family, watching Alabama football, and being “that mom.”

Franklin, TN

Since 2019, Doug has been a management consultant at Public Knowledge®. He brings over 30 years of child welfare financing experience to Public Knowledge. He spent the last seven years as the Assistant Commissioner of Finance and Budget for the Tennessee Department of Children Services. Doug oversaw all financial operations of the agencies’ one-billion-dollar budget.   

Doug is currently overseeing Public Knowledge®’s financing work in South Carolina, Mississippi, North Carolina, and Missouri. He received his MS from Truman State University (formerly) Northeast Missouri State University). Doug lives in Franklin, TN, and when not working, he enjoys playing golf and attending Belmont University basketball games with his family.

Jackson, MS

Since 2017, Felix has been a management consultant at Public Knowledge®. Felix is currently the IV&V quality assurance manager for Maryland’s MMIS Modular Transformation (MMT) Project and the iQMS project manager for Oregon’s New Land Administration System project. He has 25 years of experience serving the technology needs of the private sector and public entities, working with project management, software implementation, and technology design.

Felix has extensive strategic planning, process improvement, and software development background. He received his Bachelor of Science degree in Information Technology Management from Western Governor’s University, is a certified project management professional (PMP), and a certified scrum master (CSM).

Nashville, Tennessee

Since January 2022, Helen has been a management consultant at Public Knowledge®, LLC.  Helen has been responsible for leading all planning and early implementation efforts related to the Family First Prevention Services Act for the Tennessee Department of Children’s Services, with eight years of experience working with the Tennessee Department of Children’s Services in their Office of General Counsel.  She received her Juris Doctorate from the University of Tennessee College of Law.  Helen enjoys spending time in one of Colorado’s many open spaces with her husband and their dog when not working.

Richmond Hill, GA

Since 2010, Ivan has been a management consultant at Public Knowledge®.  Ivan is responsible as Senior Test Analyst for IV&V Services for Maryland on the MMIS Modular Transformation (MMT) Project. He has over 11 years of experience working as a Test Manager, Senior QA Test Lead, Test Specialist, and 20 years of IT experience.   

Ivan has a Bachelor of Science degree in Electronic Engineering Technology from Savannah State University. He also has certifications as a certified tester foundation level and Agile Leader (SSGI). When not working, Ivan enjoys fishing and going to the beach when he gets an opportunity.  

Long Beach, MS

Since 2021, Jayne has been a management consultant at Public Knowledge®. She is responsible for providing coaching and support for leadership teams in three regions within the Mississippi Department of Child Protection Services. Jayne’s responsibilities include providing training, coaching, and technical assistance with caseworkers and leadership teams on activities within the practice model, such as incorporating fidelity measures in planning and facilitating unit, regional, and community meetings.

Jayne has 34 years of experience working with the child welfare system and the mental health system in Mississippi. She received a master’s degree in social work from the University of Southern Mississippi and is a licensed master’s social worker. When not working, Jayne enjoys spending time camping with family and friends.

Springfield, TN

Since 1996, Jeff has been a management consultant for Public Knowledge®.  Jeff has held prior positions with Tennessee’s Department of Children’s Services. His most recent responsibilities included acting as the director of placement and provider services for 13 years. As recently as May of 2020, they were the director of contracts and procurement with Tennessee DCS. Jeff lives in Springfield, TN, and when not working, he enjoys playing golf and spending time with his children and grandchildren.    

Santa Rosa Beach, FL

Since 2021, Jerry has been Director of the Family Integrity and Justice Works at Public Knowledge®.  Jerry is responsible for co-leading efforts to assist jurisdictions in transforming existing child welfare systems into approaches that strengthen and support families to care for their children in safe and healthy ways.  Jerry has several decades of experience working in child welfare at all levels.  He holds a Doctor of Social Work degree from the University of Alabama.

Dallas, GA

Since 2013, Jude has been a management consultant at Public Knowledge®.  Jude has been responsible for assisting states and local child welfare agencies in evaluating child welfare programs and implementing strategies to improve practice. Jude’s work includes using data, implementation of continuous quality improvement processes, change management, training, leadership development, coaching, and technical assistance to improve practice. He has over 25 years of experience working in various program areas; child protection, family preservation, foster care, adoption, and quality assurance.

Jude received his Master’s in Social Work from New York’s Fordham University and is a certified master coach.  Jude enjoys spending time with his family and friends, traveling, hiking, and playing tennis when not working.

Eatonton, Georgia

Since 2019, Julie has been a management consultant at Public Knowledge®. Julie is responsible as a subject matter expert for several child welfare projects, including the North Carolina Department of Health and Human Services Child Welfare Transformation Project, the Mississippi Department of Child Protection Services Consultation and Support Project, and the Oregon Child Welfare Review Project. She also serves as an organizational change management subject matter expert for Montana’s Department of Public Health and Human Services Medicaid Case Management System Transformation Project.

Julie has over 20 years of experience in child welfare, project management, professional development, and organizational change management in state governments and five years at the federal level. Julie received her Master’s in social work at the University of Georgia, and recently became an official Prosci Certified Change Practitioner. When not working, Julie enjoys everything outdoor living on Lake Oconee, Georgia, offers to her, her husband, and her two dogs.

Lady Lake, FL 

Since 2019, Kathy has been a Systems Technical Writer at Public Knowledge®. Kathy is responsible for conducting research and preparation for proposal response, developing, editing, reviewing, and formatting proposal content, reviewing government solicitations; and assisting the team with proposal process and best practices. She has 26 years of government and private sector experience working in a variety of professional business and technical roles with extensive project planning, budget development, federal certification, procurement management and proposal development, and IT project artifact development and reporting responsibilities, primarily with Medicaid program and IT Legacy and enterprise healthcare systems.  

Kathy received her Bachelor of Science degree in administration of justice from the University of Wyoming and is a certified associate of proposal management professionals’ foundation level certification (CF APMP).  Kathy enjoys reading, traveling, kayaking, and sailboat racing adventures when not working.

Atlanta, GA

Since 2021, Lamar has been a management consultant at Public Knowledge®. Lamar has joined teams engaged with reformative work in Mississippi, Arkansas, and North Carolina, coaching child welfare leaders on best practices and systems change. Lamar is a child welfare practitioner and leader with more than 20 years of experience in state government in New Jersey and Georgia. He has served as the DeKalb County director and state well-being services director for the Georgia Division of Family and Children Services. He was responsible for programming and collaboration focused on early childhood services, education (K-12), physical and behavioral health, in-home services, and independent living. Lamar has also recently attained his Hogan Assessment Certification.

Lamar’s core personal and professional belief is that family is sacred. He is passionate about working with state, local, and national agencies to achieve positive outcomes for children and families. When not working, Lamar enjoys creative writing and cooking.

Charlotte, NC 

Since 2018, Meg has been a management consultant at Public Knowledge®. Meg is responsible for statutory and regulatory analysis, policy and procedures development, and the development and delivery of child support training for judges, attorneys, and caseworkers. As a nationally recognized attorney with over 35 years of child support experience, her expertise in interstate and international child support issues is significant. 

From 1990 to 1992, Meg served as Chair of the U.S. Commission on Interstate Child Support. Its report to Congress was the basis for significant child support reform in 1996. From 2004 to 2007, she served as a member of the U.S. delegation during the Hague Child Support Convention negotiation. She was an official observer to the Uniform Interstate Family Support Act (UIFSA) Drafting Committee of the Uniform Law Commissioners and participated in the Act’s drafting from 1990 to 2008. Meg received a B.A. degree cum laude from Davidson College and a J.D. degree from the University of North Carolina at Chapel Hill. She is admitted to practice in the District of Columbia, Massachusetts, and North Carolina. When not working, Meg enjoys hiking, painting, and traveling.     

Talladega, AL 

Since 2014, Rob has been a management consultant at Public Knowledge®. Rob is a senior technical analyst for IV&V Services for the South Carolina RMMIS project. Rob’s experience spans 24 years of information technology project management, quality assurance, IV&V services, business systems analysis, and systems development in government and private business IT projects.   

Rob has extensive experience in quality assurance management, business analysis, process re-engineering, and international global outsourcing.  He holds certifications in Micro Focus’s (previously HP) Application Lifecycle Management (ALM) tool and is HP ITIL Foundation certified. Rob received his BSBA from the University of Arkansas. 

Rock Hill, SC

Since 1994, Robyn has been a management consultant at Public Knowledge®.  Robyn is responsible for being the task lead with the employer services team with the Federal Office of Child Support Enforcement with 32 years of experience working with state, local, private, and federal child support programs.  When not working, she enjoys long walks with her family and the furry family of beagles.   

Saltillo, MS

Tracy has been a management consultant at Public Knowledge® since 2018. Tracy is responsible as the project manager for the North Carolina Department of Health and Human Services Comprehensive Child Welfare Reform project. She also serves as an implementation specialist with the Capacity Building Center for States for the Strengthening Child Welfare Services grant in Washington.   

Tracy has over 30 years of experience in child welfare and spent 28 years with the Mississippi public child welfare agency. She received her MSW from the University of Southern Mississippi and is a licensed social worker. When not working, Tracy enjoys reading, singing, and spending time with her family.    

Greater Jackson Area 

Since 2019, Valerie has been a management consultant at Public Knowledge®. Valerie is responsible as the subject matter expert (SME) for IV&V Services for the Colorado MES project for both the Integrated Eligibility Project (CBMS & PEAK) and the Joint Agency Interoperability (JAI) Project. Valerie has over 29 years of experience working with Medicaid Eligibility, quality control, appeals, program integrity, strategic planning, and policy. She is on her second project for large modernization projects for State Governments as a Medicaid Policy SME.  

Valerie received her BA from Belhaven University and is a certified Medicaid Professional. Valerie spends her time watching almost any sport when she is not working and especially enjoys cheering for the New Orlean Saints and the New Orleans Pelicans.    

Winter Haven, FL 

Since 2020, Victor has been a Management Consultant at Public Knowledge®. Victor is a contributor on multiple projects ranging from New Jersey to Arkansas and provides insight as a Subject Matter Expert with his lived experience in the Foster Care System. He has a passion for developing a more equitable world by focusing on Diversity, Equity, and Inclusion in all settings. Victor has over 12 years of experience living in the system. 9 years of experience providing Victor is currently receiving his MBA at Florida International University.  

He has received the Casey Excellence in Children Award, the Reunification Hero Award from the American Bar Association, the Aspiring Legend Award from the Living Legend Foundation, the Treehouse Foundation’s Award for Re-envisioning Foster Care in America, and most recently, attained Life Coach and Leadership certifications.
