Since 2018, Allison has been a management consultant at Public Knowledge®.  Allison is responsible for building client relationships, project management, data analyses, research, and drafting deliverables, with 18 years of experience working with state and local child welfare agencies juvenile court systems and direct experience working with youth and families experiencing the child welfare system.

Allison received her master’s degree in Counseling from the University of Wisconsin-Madison, is a Certified ToP Facilitator, and is a certified Project Management Practitioner.  Allison enjoys getting outside, working out, and traveling when not working.

Nackawic, NB, Canada 

 Since January 2022, Amy has been the Manager of the Learning Consulting team at Public Knowledge®, LLC.  Amy is responsible for managing a team of learning consultants who provide consulting and administrative services for customers in a Learning/eLearning environment. Amy is also responsible for the daily operations of the Learning Consulting team, such as contract scoping and negotiation, metrics and reporting, communications, and coaching. Amy has been working in the eLearning and learning system industry for 21 years. Amy has a Bachelor of Business Administration degree from the University of New Brunswick. When not working, Amy enjoys spending time with her family and reading. 

Meridian, Idaho 

Since 2019, Angela has been a management consultant at Public Knowledge®.  Angela has performed independent verification and validation analyst work, project management support, and quality assurance on projects in Nevada, Oregon, Wyoming, Montana, and Minnesota. She has over 20 years of experience working with Human Services agencies. Angela’s work has included program compliance with federal and state rules and regulations, successful project implementations, system enhancements, transitions, independent verification and validation, project management support, contract management, and certification.   

Angela received her Bachelor of Arts in Business Administration from Washington State University and is a certified Project Management Professional (PMP). When not working, Angela enjoys running, yoga, and dancing.  

Helena, MT

Bree is a technical writer for our proposal team and has been with Public Knowledge® since 2013. Bree uses her eight years as a consultant to Health, and Human Services projects to build her proposal writing.

She received her master’s and bachelor’s degrees from Northern Arizona University. Bree enjoys writing fiction, reading spy novels, hiking, and chasing her twin daughters around their Montana home when not working. 

Bayview, ID

Since 2021, Carl has been a management consultant at Public Knowledge®.  Carl is responsible for managing projects and contracts for PK with 30 years of experience working with Health and Human Service programs, emphasizing Child Support Enforcement. He received his BS in Business Management from Colorado State University and is a certified project management Professional (PMP) and Software Quality (CMSQ). Carl enjoys outdoor activities when not working, especially riding his Harley.   

Olympia, WA

Elizabeth has more than 30 years of experience in the child support program. She has worked in field operations, policy, legal, and legislative analysis for public and private sectors. In 1987, Elizabeth worked for Washington State’s child support program, where she first worked in the field and later managed the program’s Legal, Legislative, and Policy section. Elizabeth later served as Chief of the program’s information technology office, providing leadership to more than seventy staff members who manage the statewide child support enforcement system. In addition, Elizabeth served as a critical member of the child support program’s Senior Management Team.

In 2000, Elizabeth joined the Center for the Support of Families, where she currently holds the position of Senior Associate. She is a legal consultant and subject matter expert on child support fiscal management issues, statutory compliance, and legislative analysis. Elizabeth serves as CSF’s lead subject matter expert on child support financial and distribution issues. She has been a lead author of federal policy guidance and training for the distribution requirements under the Deficit Reduction Act of 2005 and Tribal child support distribution. She has also served as a team leader and key staff member on federal, state, and local projects, analyzing child support policy, legislation, performance, systems, privacy, and fiscal issues. Elizabeth holds a B.A. from Whitman College, M.S. from Western Washington University, and J.D. from Seattle University School of Law. She is also a certified PMP.

Halifax, NS 

 Since 2019, Greg has been a Media Lead at Public Knowledge®, LLC. Greg has been responsible for all visual design projects, with 21 years of experience working as a Graphic Designer and Art Director. Greg received his bachelor’s degree in Communications from NBCC Fredericton in 2000, as well as a certificate in Digital Media Design in 2004 from McKenzie College Fredericton. When not working, Greg enjoys riding motorcycles, alpine skiing, and camping.  

Kennewick, WA

Since 2011, Holly has been a management consultant at Public Knowledge®. Holly is an analyst and project controller for the Washington IV&V Service projects and project controller for Oregon iQMS projects.

Holly has over 20 years of experience in business operations, financial disciplines, project management, and coordinating project planning. She has strong business and communication skills and builds authentic relationships with her clients and peers; her organizational skills allow her to work quickly on projects without sacrificing accuracy. Holly received her MBA from Walden University. She enjoys doing “DIY” home improvement projects and being active with her kids when not working.

Since May 2020, Holly Sherrard has been Channel Partner Manager and Business Development Consultant at Public Knowledge®. Holly has over 20 years of leadership experience, a passion for business development and growth, and strives to seek positive outcomes with all opportunities. Her vast knowledge and focused approach have been her number one asset as a senior leader while helping drive new opportunities and sales from initial lead generation to contract to sign.

People and communication come first, and she believes all challenges need an open mind and an optimistic attitude. She enables partners she works with, offering sales, marketing, and education consulting support where required.

Since 2016, Jeff has been a management consultant at Public Knowledge®.  Jeff has been responsible for managing projects, leading module reviews for modular MMIS replacements, reviewing system security plans, and reviewing technical and business deliverables. With 22 years of experience bringing products to market in regulated and non-regulated industries and managing international design teams.

Jeff received his Bachelor of Science in mechanical engineering technology from the Milwaukee School of Engineering and is a certified tester foundation level (CTFL) from the International Software Testing Qualifications Board (ISTQB). Jeff enjoys hiking, downhill skiing, woodworking, robotics, and automation when not working.

Bismarck, ND

Since January 2021, Jennifer has been a management consultant at Public Knowledge®, LLC. Jennifer is responsible for the South Carolina Department of Health and Human Services as the IV&V Project Manager with 30 years of experience working in healthcare IT. She began with the administration of the federal Department of Health and Human Services Bureau of Primary Care grant to expand access to health care services to the medically underserved and uninsured citizens of North and South Dakota. Jennifer enjoys spending time with her four children and five grandchildren when not working.

Boise, ID

Jerilyn has 13 years of experience managing projects and programs in the public and non-profit sectors. For the past ten years, her professional focus has been Quality Assurance (QA) and Independent Verification and Validation (IV&V) projects. Additional management consulting experience includes planning, alternatives analysis, procurement assistance, vendor performance, contract compliance monitoring, facilitation, training, and risk analysis.

She has recently been involved in HIT, ARRA, and ACA planning projects and certification efforts using the CMS MECT and MEET processes. Jerilyn holds a master’s degree in Public Administration from Boise State University, is certified by the Project Management Institute as a Project Management Professional (PMP), and is a Certified ScrumMaster (CSM).

Since 2015, Jill has been a management consultant at Public Knowledge®. Jill has managed projects for the Washington Department of Licensing and the Oregon Department of Transportation. She has been an organizational change management subject matter expert for assignments in Washington and Oklahoma and a quality assurance analyst for several Oregon projects. Jill has more than 25 years of experience working with the public sector in communications and organizational change management. Jill is certified in Prosci® organizational change management and a Northwest Public Health Leadership Institute graduate. Jill enjoys baking, watching movies, and spending time with her family when not working.

Calgary, Alberta  

Katie is a Learning Consultant who works with customers to facilitate their online learning and compliance initiatives. Leveraging best practices and a team approach to reducing online learning for significant corporations, Katie helps organizations design and implement innovative learning programs to impact performance positively. She also works with them to promote and measure the value and impact of learning on business goals. She offers contextual reporting to allow insight into focus areas and points of weakness for companies’ learning and development. 

Kuna, Idaho 

Since 2019, Kelli has been the operations administrator at Public Knowledge®, LLC. Kelli is responsible for managing the administrative functions of Public Knowledge®, with an emphasis on onboarding and training, strategic planning, and internal operations, with more than 25 years of experience working with state and local government entities, non-profit organizations, and private industries, including health care and legal services. Kelli received her MBA and Bachelor of Science degrees in Human Resources and Business Management from Western Governors University. She is also a Certified Paralegal and a Senior Professional in HR certification and enjoys auto racing, gardening, crafting, hiking, and camping when not working. 

Butte, MT

Leah has been a management consultant at Public Knowledge® since 2016. She has more than five years of project management or program management experience. She also has experience with risk management, quality assurance, quality control, independent assessments, writing, editing, facilitation, and program development. When not working, Leah enjoys going to concerts and camping.

Eagle River, AK

Since 2018, Paul has been a management consultant at Public Knowledge®.  Paul is responsible for project management of multiple software implementation quality assurance projects. He is a subject matter expert for health IT projects in Washington and Wyoming. He has 14 years of experience working with Health Information Exchange, electronic health records, Public Health, Medicaid, and social service IT systems.  

Paul received his Master of Science in Systems Management from Florida Institute of Technology and did Doctoral work in Project Management at Royal Melbourne Institute of Technology, and is a certified Project Management Professional and ToP facilitator. Paul enjoys camping in Alaska with his wife and two Newfoundland and wine tasting when not working.

Since 2002, Ramona has been a management consultant at Public Knowledge®.  Ramona manages planning and acquisition support services for modular information systems for state agencies. Ramona also provides risk assessment and quality control services for system implementation projects. She has over 21 years of experience working with health and human services agencies on project management, quality control, planning and analysis, acquisition support, operationalization of service contracts, and contract and vendor monitoring.   

Ramona received her Bachelor of Science in Health Information Management from Boise State University and is a certified project management professional (PMP) and Certified ScrumMaster (CSM). When not working, Ramona enjoys spending time with her dogs, volunteering with her community youth athletic league, writing children’s storybooks, and spending time with her family.   

Sea View, Prince Edward Island  

Stacey serves as a Learning Consultant for Public Knowledge® (PK), who partners with customers to help facilitate their eLearning initiatives. Since joining the eLearning industry in 2016, she has played a vital role for many Global companies in organizing, setting up, launching, and providing analytics of their eLearning programs. Stacey helps to give clients strategic guidance in finding creative solutions to a range of areas including but not limited to compliance, reporting, user management, instructor-led training management, and marketing. When not working, she enjoys spending time with her partner in the great outdoors, hiking, camping, and paddling. 

Helena, MT

Since 2022, Stephen has been a management consultant at Public Knowledge®, LLC.  Stephen is responsible for projects with Colorado and Oregon, with 15 years of experience working with the public and higher education sectors.  Stephen received doctorates from the University of Oxford and Oklahoma State University and is a Certified Change Practitioner; he is also certified in Governance of Enterprise Information Technology, and recently became ISACA Certification Exam’s top score recipient.  When not working, Stephen enjoys coaching and teaching classes for rugby referees.
