Since 2017, Alex has been a management consultant at Public Knowledge®.  Alex is responsible as a senior business analyst for IV&V Services for the South Carolina Eligibility and Enrollment and RMMIS projects and has 11 years working as a senior business analyst in quality assurance, IV&V services, and MMIS projects.  

Alex has extensive experience in quality assurance management, testing, business analysis, Provider and Member MMIS functional areas.  Alex received his BS in Business Administration from Virginia Union University and his MBA from Strayer University.  When not working, Alex enjoys spending quality time with his wife of 32 years, three children, three grandchildren, travel, attending jazz concerts, and cheering his favorite football team, the Oakland/Las Vegas Raiders. 

New Market, MD

Since 2002, Amy has been a senior associate and management consultant at Public Knowledge®. Amy is currently responsible for working with federal staff to determine access to the data held by the federal Office of Child Support Enforcement (OSCE), Division of Federal Systems, and protecting the privacy of individuals whose personal confidential data is reserved in those systems. Amy has also worked at OCSE on the Employer Services team and liaison to courts. Amy has 36 years of experience working with child support programs at the local, state, and federal levels. Her areas of expertise include privacy and data access, policy and procedures development, intergovernmental case processing, training, business process re-engineering, and change management.

She started her career as a Special Counsel to the Attorney General in Maryland, representing the state and the children’s interests in child support cases. She moved to the federal Office of Child Support Enforcement’s National Training Center, helping states implement changes brought about by the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, better known as PRWORA or welfare reform. Amy has helped over a dozen states implement new systems, develop policies and procedures for child support cases, and has assisted with inter-jurisdictional case processing. Amy is an active child support advocacy community member and serves on the Eastern Regional Interstate Child Support Association (ERICSA) board. Amy received her J.D. and A.B. degrees from Indiana University in Bloomington, IN, trained mediator. Amy enjoys traveling, cooking (and eating), and playing Mahjong when not working.

Since 2021, Christie has been a management consultant for the Family Integrity & Justice Works at Public Knowledge®.  Christie is responsible for managing efforts to drive change and radical transformation in the child welfare system. She has over a decade of experience as a consultant for the Administration for Children and Families. Christie holds a BS in Journalism and a master’s degree in Business Administration.

Hyattsville, MD

Since 2021, David has been the Director of the Family Integrity & Justice Works at Public Knowledge®.  David has 21 years of experience working with nonprofit and public sectors, including U.S. Children’s Bureau roles. While there, he led the bureau’s work with the legal and judicial community nationally and serves on leadership teams across administrations to promote justice, inclusion, and voice for children, youth, and families, empower communities and prevent the need for unnecessary family separation.

David has had prior roles serving as Director of Legal and Clinical Services for Covenant House NJ, Senior Assistant Child Advocate with the State of New Jersey Office of the Child Advocate, and Assistant Staff Director and Staff Attorney at the American Bar Association Center Children and the Law. David received his J.D. from the University at Buffalo Law School and M.A. in political science.

Lakewood, NJ

Since August 2019, Debbie has been a management consultant at Public Knowledge®, LLC. Debbie has 30 years of technology experience working in the public and private sectors. She is the IV&V Lead for the South Carolina Replacement Medicaid Management Information System (RMMIS). Debbie is a frequent speaker and moderator at national Medicaid conferences and served as Chair of the Public Sector Technology Group (PSTG) Agile Best Practices Committee from 2018 – to 2021.

Debbie holds a master’s degree in Software Engineering from West Virginia University and is certified by the Global Association of Quality Management as a Certified Project Director (CPD). Debbie has expertise in health and human services, higher education, program/project management, and Enterprise Project Management Office (EPMO) development. She is also certified as a Project Management Professional (PMP) by the Project Management Institute. In addition, Debbie holds certifications in Lean Six Sigma Green Belt by the University of Southern Maine and in the IT Infrastructure Library (ITIL® v3 Foundation) by AXELOS Global Best Practice. Debbie enjoys spending time with family and friends, traveling, photography, and reading when not working.

Since January of 2021, Eric has been a management consultant at Public Knowledge®. He is responsible for training development with a strong focus on eLearning and virtual delivery with over 20 years of design and development experience. When not working, Eric enjoys art, literature, and getting outside.

Since 2016, Gregory has been a Media Lead and Project Manager at Public Knowledge®.  Gregory has been responsible for creating course graphic design standards and being a client-facing project manager, with 21 years of eLearning experience working on numerous large projects with global clients from multiple industries. Gregory received his Diploma in Communications from Canisius College. When not working, Gregory enjoys collecting items of popular culture, playing tennis, skiing, and traveling with his family. 

Georgetown, TX

Since 2019, Jim has been a management consultant at Public Knowledge®. as the functional lead of the IV&V team for the Nevada Child Support system development. Jim has over 36 years of child support IT experience reviewing, managing, designing, or developing child support systems in CO, DE, MI, NJ, NM, TN, TX, WY, and improvements in twenty-one other States. He received his accounting degree from the University of South Dakota, is a certified process improvement expert, and was an 18-term board director of the CO Family Support Council. When not working, Jim enjoys genealogy, poker, and traveling the U.S.

Since January 2022, Jey has been a management consultant for the Family Integrity and Justice Works team at Public Knowledge®, LLC.  Jey received her law degree from Seton Hall School and has been practicing child welfare law since 2004.  

New Castle, Delaware

Since 2021, Katie has been a management consultant at Public Knowledge®. She previously worked as a legal consultant for SLI Government Solutions, where she was responsible for research and writing involving child support. Katie has five years of extensive legal research and writing experience, primarily in family law, and two years of experience as a management analyst at the Delaware Department of Justice. Katie received her Juris Doctor degree from Delaware Law School and a bachelor’s degree in Sociology from Moravian College. When not working, Katie enjoys reading and spending time with her family.

Plano, TX

Ken is currently a management consultant with Public Knowledge®, after a recent merger with SLI Government Solutions, for which he worked for seven years. Ken has over 30 years of experience in I.T. infrastructure, application development, system implementation, project management, Quality Assurance, and Independent Validation & Verification. This experience includes both private and public sector support. It spans all phases of the system development lifecycle for CMS and OCSE projects and FERC and nuclear industry system support.   

Ken is very experienced in Agile development and creator of the Microsoft Project Analysis and Comparison Tool used on P.K. projects to streamline project schedule evaluations.  He holds a B.A. and an MBA (Accounting) from Louisiana Tech University. He is certified as a Certified Public Accountant, starting his career working for one of the Big-Eight Accounting firms in Audit, Tax, and I.T. standards.

Fairborn, OH 

Kristin has been a copywriter at Public Knowledge® since July 2021. She is responsible for supporting the marketing team by writing various copies for social media, the Public Knowledge® website, and other firm initiatives. To the Public Knowledge® team, she brings six years of writing experience, writing for both print and online publications, including working as a content writer at a digital marketing agency and her college’s newspaper as news editor and Editor-in-Chief. Kristin graduated from Wright State University in 2018. When not working, Kristin enjoys reading, exploring the outdoors, camping or hiking, and spending time with her family.

Since 2017, Magda has been a management consultant at Public Knowledge®. Magda currently provides IV&V Services as a business analyst and project controller for the Maryland Medicaid Enterprise Systems Modular Transformation (MMT).

Magda has over 21+ years of government services industry knowledge and in-depth working experience in the planning, design, development, and implementation of Government Systems with program expertise in Medicaid eligibility and enrollment, Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF), Child Care, Child Support, Child Protective Services, Adult Protective Services, Public Health, and other government services. When not working, Magda enjoys doing yoga, cooking, and baking.

Somerville, NJ 

Since 2018, Mia has been a management consultant at Public Knowledge®.  Mia is responsible for developing and implementing high-quality training and professional development for human services professionals using the latest trends and technologies to support instructor-led training, web-based training (WBT), professional development training, technical assistance, and coaching. She has an established reputation in training, curriculum development, and program evaluation, with more than 25 years of corporate and non-profit experience.

Mia also presents at conferences and policy forums locally and nationally, is a charter member of the National Child Support Enforcement Association NCSEA U Committee, and serves as a Public Member on the New Jersey Board of Licensed Marriage and Family Therapists. She is a graduate of Montclair State University and holds certifications in Project Management, Help Desk Management, and Non-Profit and Public Management. When not working, Mia enjoys music, traveling, cooking, and spending time with her family.

Reston, VA

In 2018, Nancy joined Public Knowledge® as an attorney assigned to a contract with Health and Human Services, Administration for Children and Families, Office of Child Support Enforcement, Division of Federal Systems, in Data Access. She is involved in the Paperwork Reduction Act and agreements securing data privacy. Before her state retirement in 2018, after 32 years, Nancy was responsible for legal and attorney supervisory services to a state child support enforcement agency. She also provided 5+ years in direct services with a local social services agency as an eligibility worker and a foster care social worker.  

Nancy was an associate attorney with the Internal Revenue Service for three years. Nancy is also a past president and has been, since 1991, a board member of the Eastern Regional Interstate Child Support Association (ERICSA). She is a native Northern Virginian and resides with Trixie, a tuxedo cat, and Ricky, a sable ferret.       

Austin, TX

Since 2020, Noelita has been a management consultant at Public Knowledge®. Noelita is responsible for providing support to and collaborating with clients to assess operations, gather information about root causes, and develop workable solutions to improve employee engagement and service delivery. Noelita has 20 years of experience in the Title IV-D (child support) program. She is a public policy, contract administration, and professional development expert committed to the principles of servant leadership and social justice. 

Washington, DC 

Since 2021, Pamela has been the program’s technical writer for proposals at Public Knowledge®. She is responsible for research and writing to develop proposal responses for human services programs, including review, editing, formatting, and collaboration with the entire proposal team. She has more than 15 years of experience working with proposals and production processes and more than 30 years of writing, editing, desktop design, and other aspects of publishing.

Pamela has published and provided translation and marketing services for children’s and university publishing house divisions. Pamela received her B.A. in Humanities from New College and spoke Italian, Spanish, and French and recently became APMP Foundation Level Certified. Pamela enjoys swimming, yoga, vegetarian cooking, artwork, and reading when not working. 

Beltsville, MD

Since 2021, Philip has been a marketing specialist at Public Knowledge®. Phil has been responsible for supporting the marketing team’s primary functions of managing and facilitating all external and internal marketing efforts, with 12 years of experience working with charter schools, publishers, and federal agencies as an editor, writer, and researcher. Phil received his master’s degree from Howard University. Phil enjoys producing music, podcasting, and catering to his wife’s every need when not working!

Bath, MI

Since 2020, Russ has been a management consultant at Public Knowledge®. Russ is currently a member of the IV&V team on the South Carolina Replacement Medicaid Management Information System project. Russ has 20 years of experience working with Medicaid and MMIS implementation projects as a developer, business analyst project lead, and product owner. Russ received his B.S. and M.B.A. degrees from Michigan State University. Russ enjoys golf, gardening, hunting, and fishing when not working.

Since 2017, Steve has been a learning consultant at Public Knowledge®, LLC.  Steve has been responsible for constructing and programming the Custom Learning team’s modules, with 20 years of experience working as an eLearning developer.  Steve received his MBA from Marist University after his Computer Engineering and Political Science degrees from Clarkson University.  When not working, Steve enjoys football, trivia, and providing a warm lap for his two cats’ naps.

 Since 2022, Vatsana has been a developer at Public Knowledge®, LLC. Vatsana is/been responsible for creating eLearning courses with branching scenarios, interactive pages, and assessments. Pre-COVID, Vatsana enjoyed Argentina’s Tango. When she has accumulated enough vacation time and money, Vatsana enjoys traveling to different countries, and when she’s broke, she’s adventurous with other food.
