She has over ten years of child welfare experience and was most recently responsible for leading all planning and implementation efforts related to the Family First Prevention Services Act in Georgia. Magda has over 21 years of government services industry knowledge and in-depth working experience in the planning, design, development, and implementation of government systems with program expertise in Medicaid eligibility and enrollment, Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF), child care, child support, Child Protective Services, Adult Protective Services, Public Health, and other government services. When not working, Magda enjoys doing yoga, cooking, and baking.

Jim has over 36 years of child support IT experience reviewing, managing, designing, or developing child support systems in CO, DE, MI, NJ, NM, TN, TX, WY, and improvements in 21 other States. He received his accounting degree from the University of South Dakota, is a certified process improvement expert, and was an 18-term board director of the CO Family Support Council. When not working, Jim enjoys genealogy, poker, and traveling the U.S.

Since 2021, Lijun has been a management consultant at Public Knowledge®. Lijun has 18 years of experience conducting policy research to improve the well-being of vulnerable children and their families in the U.S. and other countries. He has worked with various survey and administrative data sources from the child welfare systems of several states to generate research evidence. His research findings have helped inform policy and practice in improving the performance of child welfare agencies and providers in delivering quality services to children and families. Lijun received his Ph.D. in sociology from the University of Chicago. When not working, he enjoys gardening and hiking.
Since 2018, Tracy has been a management consultant at Public Knowledge®. Tracy is responsible as the project manager for the North Carolina Department of Health and Human Services Comprehensive Child Welfare Reform project. She also serves as an implementation specialist with the Capacity Building Center for States for the Strengthening Child Welfare Services grant in Washington.
Tracy has over 30 years of experience in child welfare and spent 28 years with the Mississippi public child welfare agency. She received her MSW from the University of Southern Mississippi and is a licensed social worker. When not working, Tracy enjoys reading, singing, and spending time with her family.

Since 2019, Kathy has been at Public Knowledge® and serves as a management consultant, procurement specialist, and analyst on state health and Medicaid information technology projects. She assists in reviewing and developing program Invitation to Negotiate and Request for Proposal contractual requirements, provides procurement and vendor negotiation meeting documentation, and supports PK’s IV&V team with project deliverables and reviews.
Kathy has 26 years of government and private sector experience working in various professional business and technical roles, primarily with the Medicaid program and IT Legacy and enterprise healthcare systems. Her experience includes project planning, budget development, federal certification, procurement management and proposal development, and IT project artifact development and reporting responsibilities. Kathy holds an Association of Proposal Management Professionals Foundation Certification (CF APMP) and has a Bachelor of Science degree in Administration of Justice from the University of Wyoming. When not dedicating her time to work, Kathy enjoys reading, traveling, kayaking, and sailboat racing adventures.

Since 2022, Julie has been a People Practice Director for Public Knowledge®. Julie is responsible as a subject matter expert for several child welfare projects, including the North Carolina Department of Health and Human Services Child Welfare Transformation Project, the Mississippi Department of Child Protection Services Consultation and Support Project, and the Oregon Child Welfare Review Project. She also serves as an organizational change management subject matter expert for Montana’s Department of Public Health and Human Services Medicaid Case Management System Transformation Project.
Julie has over 20 years of experience in child welfare, project management, professional development, and organizational change management in state governments and five years at the federal level. Julie received her Master’s in social work at the University of Georgia, and recently became an official Prosci Certified Change Practitioner. When not working, Julie enjoys everything outdoor living on Lake Oconee, Georgia, offers to her, her husband, and her two dogs.
