Addressing Disparities & Disproportionality: Using Human-Centered Design to Solve Child Welfare’s Toughest Problems

In this workshop, participants will use human-centered design to tackle tough child welfare challenges, focusing on the overrepresentation and disparities affecting Black, Hispanic and Latino, and American Indian/Alaskan Native children and families. They will explore strategies for creative problem-solving, brainstorming, and team consensus to develop actionable solutions and plan next steps.

- Published multiple legal handbooks and articles on child welfare and juvenile court systems.
Glenda McMillan, Vice President, Federal Sector
- Over 35 years of public sector experience across eligibility services, child protection, family preservation, foster care, and adoption.
- Led 9,000+ employees in Texas, managed statewide compliance in Georgia, and spearheaded preventive programs for child abuse.
- Skilled in practice model implementation, budget oversight, and leadership development.
Lindsay Nordenberg, Child Welfare Industry Director
- Over 13 years of experience working with state and local agencies and foster care programs.
- Skilled in project management, program and data analysis, implementation, change management, curriculum development, and training facilitation.
- Managed foster care programs focused on trauma-informed care, equity, and alignment with new policies and procedures.
Lamar Smith, Regional Vice President
- Over 25 years of experience as a child welfare practitioner, with leadership roles in New Jersey and Georgia state governments.
- Skilled in optimizing fiscal activities and funding strategies and securing federal funding to enhance child welfare services.
- Certified in Government Communication by the Performance Institute, a Prosci® Certified Change Practitioner, and Certified in administering Hogan Assessments.
