Meet Our Guests

Bridgette Bell, Senior Administrative Officer

Bridgette Bell joined the Mississippi Department of Child Protection Services in July 2021 and became the executive’s operations officer. In February 2022, she became the Deputy Commissioner on Finance and Procurement. She oversees finance services, including planning and analysis, procurement services, and federal reporting. Before joining MDCPS in 2021, Bridgette worked for various organizations, including the Mississippi Department of Human Services, the Military Department, and the Mississippi Department of Mental Health. Bridgette holds a bachelor’s degree in Accounting from the University of Southern Mississippi and a master’s degree in Public Policy and Administration from Mississippi State University. Bridgette resides in Brandon with her husband. She is blessed with four kids and three grandchildren. Working with MDCPS is the most rewarding job because, to Bridgette, “Family Matters Most” in her personal and professional lives.

Doug Swisher, Management Consultant


Doug has over 30 years of experience in financial leadership for government agencies. His expertise spans budget development, cost analysis, funding strategies, and performance-based financing models. He is skilled at conducting staffing and salary evaluations, developing time and cost studies, and designing funding approaches that align resources with outcomes. Before joining PK, Doug served as Assistant Commissioner of Finance and Budget for Tennessee’s Department of Children’s Services, where he managed a nearly one-billion-dollar budget and directed fiscal operations. He holds a master’s degree from Truman State University (formerly Northeast Missouri State University).

Stacey Moss, President and CEO
Stacey Moss, President and CEO at Public Knowledge®

For over 25 years, Stacey has contributed to government, education, and nonprofit organizations through leadership, program development, and training. She is a certified Project Management Professional (PMP) and Child Welfare Law Specialist (CWLS). Recognized as an expert in training design, leadership coaching, and organizational change management, Stacey has delivered over 200 training sessions on child welfare, procurement, and leadership. She has also managed more than 50 projects and portfolios throughout her career. Stacey earned her Juris Doctorate from the University of Wyoming and is widely known for her expertise in child welfare law, program management, and community engagement.
