Naomi Snodgrass, Vice President of Management Consulting


Naomi brings more than 25 years of experience supporting government health and human services programs, with a focus on strategic planning, procurement, stakeholder engagement, and organizational readiness.

Her work includes leading complex initiatives such as system evaluations, quality assurance efforts, and procurement strategy development. Naomi has also designed and overseen training programs for state agencies. She holds an MBA from the University of Illinois and is known for connecting research and analysis to practical decision-making.

Allison Ward, Programs Implementation and Evaluation Practice Director


Allison brings more than two decades of experience in child welfare and public sector project delivery, with a strong focus on system implementation, quality assurance, and organizational change.

A certified Project Management Professional (PMP)®, Allison has led complex state initiatives including CCWIS implementation, program evaluation, and training modernization efforts across multiple states. She is known for translating strategy into practical execution and for guiding teams through change with clarity and purpose. Allison holds a Master of Science in Counseling from the University of Wisconsin.

For over 25 years, Stacey has contributed to government, education, and nonprofit organizations through leadership, program development, and training. She is a certified Project Management Professional (PMP) and Child Welfare Law Specialist (CWLS). Recognized as an expert in training design, leadership coaching, and organizational change management, Stacey has delivered over 200 training sessions on child welfare, procurement, and leadership. She has also managed more than 50 projects and portfolios throughout her career. Stacey earned her Juris Doctorate from the University of Wyoming and is widely known for her expertise in child welfare law, program management, and community engagement.
