Exciting Leadership Changes at Center for the Support of Families

SILVER SPRING, MD (July 31st, 2017) – SLI Global Solutions is very pleased to announce the appointment of two of the nation’s leading child welfare experts to head the Child Welfare practice at the Center for the Support of Families (CSF) Division of SLI Global Solutions. Will Hornsby has assumed the role of Vice President and Elizabeth Black is the new Director of the Child Welfare practice.

CSF has an extensive history of developing child welfare practice models, Continuous Quality Improvement (CQI) systems, and implementing large-scale system reforms in child welfare. The CSF team has extensive experience working with federal initiatives as technical assistance providers to grantees. Under Mr. Hornsby and Ms. Black’s direction, CSF will bring broad and deep experience in supporting workforce well-being and resilience; operationalizing practice models and identifying needed supports; aligning community and internal supports with practice model implementation; developing CQI processes and metrics to inform and drive child welfare improvements, and providing implementation science-informed technical assistance to help child welfare agencies make effective system changes to their practice and business processes.

Prior to his work at CSF, Mr. Hornsby held leadership positions in the Alabama Department of Human Resources and the Children’s Bureau at the U.S. Department of Health and Human Services. At the State and Federal levels, his work has involved the design, implementation, and management of ongoing processes for evaluating the effectiveness of child welfare practices and policies on the outcomes for children and families, and recommending improvement strategies. His past work experiences have also been concentrated in the areas of management and administration, resource development, technical assistance, and direct child welfare and child support activities. At CSF, his work is focused on assisting State and local child welfare agencies in evaluating their child welfare programs and implementing needed improvements in their practice, policies, and procedures.

Elizabeth Black has worked in the public and non-profit sectors in the fields of child welfare and education since 1993. Her work is concentrated in the areas of leadership and management, public policy and systems implementation, specifically using implementation science informed approaches to implementation. She was previously the Executive Director of the Office of Child Permanency at the Tennessee Department of Children’s Service. Ms. Black’s work in Tennessee and nationally has focused on the challenge of providing quality services to children and families who are involved with the public child welfare system and the development and implementation of policies and interventions to ensure that children are safely and permanently cared for within their own families and communities.
