Since 2015, Jill has been a management consultant at Public Knowledge®. Jill has managed projects for the Oregon Department of Transportation, Washington Department of Licensing, and Colorado Department of Corrections. She has been an organizational change management (OCM) subject matter expert for assignments in Washington, Oklahoma, and Mississippi and a quality assurance analyst for several Oregon projects. Jill has over 25 years of experience working with the public sector in communications and OCM. Jill is certified in Prosci® organizational change management and IDEO’s advanced human-centered design thinking and is a graduate of the Northwest Public Health Leadership Institute. Jill enjoys baking, watching movies, and spending time with her family when not working.

Holly Bingeman MBA

Since 2011, Holly has been a management consultant at Public Knowledge®. Holly is an analyst and project controller for the Washington IV&V Service projects, Montana, IV&V, and Oregon iQMS projects.

Holly has over 20 years of experience in business operations, financial disciplines, project management, and coordinating project planning. She has strong business and communication skills and builds authentic relationships with her clients and peers; her organizational skills allow her to work quickly on projects without sacrificing accuracy. Holly received her MBA from Walden University. She enjoys doing “DIY” home improvement projects and being active with her kids when not working.

Elizabeth Morgan JD, PMP

Management Consultant

Olympia, WA

Since 2013, Elizabeth has been a management consultant for Public Knowledge®, where she is a subject matter expert on child support fiscal management issues, statutory compliance, and legislative analysis. Elizabeth has more than 30 years of experience in the child support program, working in field operations, policy, legal, and legislative analysis for public and private sectors. Her past work includes working for Washington State’s child support program and serving as chief of a program’s IT office, overseeing 70 staff members of the statewide child support enforcement system.

She has been a lead author of federal policy guidance and training for the distribution requirements under the Deficit Reduction Act of 2005 and Tribal child support distribution. Elizabeth holds a B.A. from Whitman College, M.S. from Western Washington University, and J.D. from Seattle University School of Law. She is also a certified PMP.

West Regional Vice President

Since 2023, Bree has been the West Regional Vice President at Public Knowledge®. As a PMP and a Prosci-certified Change Practitioner, she focuses on the people aspects of projects. She is a facilitator and strategic planner with previous experience in education. Regardless of whether she is providing OCM or QA services, Bree’s focus is on providing actionable information and recommendations and communicating these effectively. She holds master’s and bachelor’s degrees in education and public relations. Bree enjoys writing, reading, hiking, and chasing her twin daughters around their Montana home.

Allison Ward MS, PMP, ToP

Programs Implementation and Evaluation Practice Director

Since 2022, Allison has been the Programs Implementation and Evaluation Practice Director at Public Knowledge®. Allison is responsible for building client relationships, project management, data analyses, research, and drafting deliverables. She has 18 years of experience working with state and local child welfare agencies and juvenile court systems and direct experience working with youth and families experiencing the child welfare system.

Allison received her master’s degree in Counseling from the University of Wisconsin-Madison, is a Certified ToP Facilitator, and is a certified Project Management Practitioner. Allison enjoys getting outside, working out, and traveling when not working.

Katherine Sokolik MPA

Since 2024, Katherine has been the Vice President at Public Knowledge®. Previously Katherine served as the Regional Vice President for three years. Katherine supports California, Nevada, Arizona, New Mexico, Texas, Oklahoma, Oregon, Hawaii, Guam, and National Child Support teams. With 26 years of experience working as a veteran policy and operations analyst, she has been involved in social service programs in the public and private sectors since the 80s and was a crucial player in the federal efforts to analyze and implement strategies to ensure child support compliance with the Affordable Care Act. Katherine received her master’s degree in public administration from Evergreen State College.
