SILVER SPRING, MD (January 3, 2020) SLI Government Solutions is pleased to welcome to our team Doug Swisher, former Assistant Commissioner for Finance and Budget for the Department of Children Services (DCS) in Tennessee. As the CFO for DCS he provided executive leadership for all fiscal functions for the Department, including financial management, contracts and procurement, facility management, budget, records management, property management and child welfare benefits. In this role he was responsible for the development and management of the Department’s one-billion-dollar budget. Doug joins SLI Government Solutions as Director of Human Services Financing and will be leading our efforts to help states and jurisdictions use evidence to invest and maximize federal funds to achieve better outcomes for children, families and individuals.
Doug is a nationally recognized health and human services financing thought leader and he is a founding member of the Casey Family Programs Child Welfare Fiscal Leaders, which was established in 2014.
“Doug is a critical component of our ambitious plans for the future of SLI’s human services consulting practice”, said Steve Esposito, President and CEO of SLI Government Solutions. “Doug’s experience and insights into the state and federal funding sources allow SLI to explore ways to leverage limited financial resources to help states improve service delivery for families who receive services across multiple programs.” Steve added, “Doug has strong relationships with executives at state and federal funding agencies and understands their concerns and priorities related to funding options and challenges, which will guide our focus as we help government agencies provide innovative funding approaches to help families achieve optimal outcomes from the services they receive.”
“I’m excited to join the SLI team,” Doug observed, “Human Services financing is at a crossroads nationally. I hope to help states work with the rest of the SLI team to match financing to outcomes and to help improve systems while maximizing limited resources. I would like to help states build on the experiences in Tennessee we had with Performance Based Contracts which tied finances to outcomes. The future at SLI is bright and I look forward to being a part of it.”
