Julie Breedlove is a dedicated child welfare expert with over 25 years of experience leading change across local, state, and federal systems. As the People Practice Director at Public Knowledge®, Julie brings deep expertise in workforce development, strategic planning, and organizational change management. She has trained thousands of public service professionals and supported large-scale system improvements through facilitation, curriculum design, and leadership development.
Julie holds a master’s degree in Social Work from the University of Georgia and is a certified Prosci® Change Practitioner and Hogan Assessment Certified. Outside of work, she enjoys lake life in Georgia with her husband and their two dogs.
Colin Watkins, Health and Medicaid Industry Director
Colin Watkins is an IT and project management expert with over 20 years of experience in quality assurance, software testing, and agile delivery. As the Health and Medicaid Industry Director at Public Knowledge®, Colin leads enterprise-level technology initiatives, including MMIS modernization efforts. He specializes in independent verification and validation (IV&V), system testing, and aligning complex IT solutions with public sector goals.
Colin’s background spans health and human services, unemployment systems, and financial services, with a focus on helping clients manage risk, meet compliance standards, and improve outcomes through technology. His leadership supports state agencies in navigating change, building efficient teams, and ensuring quality throughout system implementation.
Colin holds an MBA from Eastern Carolina University and is a certified Project Management Professional (PMP)® and Certified ScrumMaster®. Outside of work, he enjoys traveling and being outdoors.
Stacey Moss, President and CEO

Stacey is the President and CEO of Public Knowledge®. She has over 25 years of experience in government, education, and nonprofit organizations. Stacey is a certified Project Management Professional (PMP) and Child Welfare Law Specialist (CWLS). She is an expert in training development, leadership coaching, organizational change management, and program development. Stacey has delivered over 200 training sessions on topics like child welfare, procurement, and leadership. She has managed more than 50 projects and portfolios.
Stacey holds a Juris Doctorate from the University of Wyoming. She is recognized for her work in child welfare law, program management, and community engagement.
