SLI Government Solutions’ Cynthia Holdren named 2020 recipient of the Government Partner Award for efficiencies gained in Child Support collections.
SILVER SPRING, MD., July 21, 2020 – Cynthia Holdren, a Senior Associate at SLI Government Solutions, was recently recognized by the American Payroll Association (APA) for her outstanding service on behalf of the child support program. The APA bestows the Government Partner of the Year award to one recipient during their annual event. This year Cindy, who serves as an Employer Services Specialist under SLI’s long-term contract for the federal Office of Child Support Enforcement (ACF OCSE), was recognized during the APA’s 2020 Virtual Congress and Expo on Thursday, June 25, 2020.
I’ve learned a lot from the payroll professionals that I’ve worked with,” Holdren said while receiving the award, “What I’ve learned is that you have to have a vast amount of knowledge and expertise as you keep learning new rules every year.”
Holdren has been active in APA’s Annual Congress, statewide conferences, and local capture meetings, providing continued guidance and support on behalf of OCSE, with her expertise in improving the accuracy and timeliness of child support payments. She has more than 40 years of experience in government services, in both the human services and employment programs.
This prestigious recognition by the APA, an association comprised of over 20,000 members, was in honor of Holdren’s pivotal role in the coalition effort to address the effectiveness of child support collection from lump-sum payments such as bonuses.

After an early career providing human services in social services programs, including child welfare, Temporary Assistance to Needy Families, and adult services, Holdren moved into administration and management of state government programs including Child Support Enforcement. Her previous child support program experience includes managing child support district offices and a state office unit, overseeing research projects, policy development, and legislative and regulatory functions. She has served as a local director of social services and as manager of two employment security “One-Stop” offices under the Workforce Investment Act.
