DENVER, CO (April 17, 2017) – SLI Global Solutions, LLC (SLI) is proud to announce that is has been awarded a contract for Independent Verification and Validation (IV&V) services for the Wyoming Medicaid Management Information System (MMIS) project. The project, called WINGS (for Wyoming Integrated Next Generation System), is a complex, multi-vendor endeavor that is critically important to Wyoming citizens and healthcare providers. With this award to SLI, Wyoming’s Department of Health (WDH) seeks to reduce risks inherent in any large-scale IT project by using IV&V as a means to independently assess and improve the health of WINGS over the life of the project.
WDH assists Wyoming residents by providing access to appropriate healthcare programs. Wyoming’s MMIS is a mission-critical system that enables the agency to meet their goals and mission by ensuring prompt and accurate payments to healthcare providers for authorized services provided to eligible beneficiaries.
WDH has led the nation in promoting MMIS-as-a-Service as an alternative to the traditional monolithic approach to procuring and implementing a MMIS. WDH has been actively engaged in a multifaceted effort to replace its aging MMIS with a modern, modular, “best of breed” implementation that delivers value quickly and reduces risks associated with a “big-bang” implementation. The overall goal of the WINGS project is to replace its legacy MMIS with a service delivery model that is both flexible and modular, providing quicker, more efficient processes that meet the agency’s current and future business needs.
As WDH’s IV&V partner, SLI conducts lifecycle Project Initiation Milestone Reviews, Operational Milestone Reviews, and MMIS Certification Final Reviews for each of the following six separate WINGS component procurements:
- Pharmacy Benefit Management System
- System Integrator/ Enterprise Service Bus
- Data Warehouse with Business Intelligence Tools
- Fraud, Waste, Abuse Analytics and Case Tracking
- Third-Party Liability Services
- Benefit Management System
As a means of risk mitigation, WDH has engaged the services of SLI’s Government Solutions’ Center for Systems Integrity to provide the following IV&V services:
- Perform independent review of major deliverables and processes
- Identify deviations from plans or execution of those plans that jeopardize the WINGS
- Recommend risk mitigation options and corrective actions
- Ensure findings are clearly documented so the federal Centers for Medicare and Medicaid (CMS) and WDH can incorporate the findings in its decision-making process
Steven Esposito, SLI’s President of Government Solutions said, “SLI is extremely gratified to be selected to assist WDH in achieving its goals and objectives of this modular MMIS implementation project. We are excited to be a part of this innovative approach to MMIS implementation that represents a seismic shift in how the most complex and expensive state IT projects are delivered.
“Coupled with our recent award of the South Carolina MMIS IV&V project, WDH’s selection of SLI confirms that the market continues to see value in our standards-based IV&V methodology configured to the specifics of each project coupled with our senior IV&V practitioners to reduce risk and improve the quality of these mission-critical systems,” he said. “We look forward to working as a collaborative partner with WDH and their WINGS vendors as our IV&V team provides independent and unbiased assessment services to help support a high-quality, on-time, and on-budget implementation effort.”
