Naomi Snodgrass, Vice President of Management Consulting

Naomi is the Vice President of Management Consulting at Public Knowledge®, with over 25 years of experience supporting state and federal agencies across health and human services. She specializes in procurement strategy, alternatives analysis, stakeholder engagement, and large-scale system modernization.
Naomi has led multidisciplinary teams through system procurements, IV&V, organizational assessments, and readiness planning. She is skilled at building consensus, aligning strategy with policy, and turning complex challenges into actionable solutions. She also brings a strong background in training development for procurement and contracting. Naomi holds an MBA from the University of Illinois.
Ron Puent, Systems Practice Director
Ron is the Systems Practice Director at Public Knowledge®, where he has served as a management consultant since 2018. A recognized expert in federal systems certification, Ron has led or supported certification efforts in Colorado, Nevada, Minnesota, Montana, South Carolina, and Wyoming. His leadership roles include serving as project manager for IV&V engagements and procurement projects tied to Medicaid modernization initiatives, including MMIS, BIDM, PBMS, and CBMS procurements for the Colorado Department of Health Care Policy and Financing.
With over 25 years of experience in state government programs and Medicaid systems, Ron brings deep expertise in project management, system integration, and deployment. He is a certified Project Management Professional, Certified Scrum Master, and Prosci® Certified Change Practitioner. He holds a bachelor’s degree in Electrical Engineering and an MBA. Outside of work, Ron enjoys hiking, biking, snowboarding, and fly fishing in the Rocky Mountains.

Stacey Moss, President and CEO

Stacey is the President and CEO of Public Knowledge®. She has over 25 years of experience in government, education, and nonprofit organizations. Stacey is a certified Project Management Professional (PMP) and Child Welfare Law Specialist (CWLS). She is an expert in training development, leadership coaching, organizational change management, and program development. Stacey has delivered over 200 training sessions on topics like child welfare, procurement, and leadership. She has managed more than 50 projects and portfolios.
Stacey holds a Juris Doctorate from the University of Wyoming. She is recognized for her work in child welfare law, program management, and community engagement.
