Continuing its long tradition of supporting educational sessions and policy discussions for the child support community, the CSF Division of SLI sponsored the NCSEA Policy Forum.

SILVER SPRING, MD (March 22, 2019) The National Child Support Enforcement Association (NCSEA) held its annual Policy Forum last month in Washington D.C. With the highest attendance in history, 500 child support policymakers—including 33 state child support directors, several county directors, and 36 directors and staff at OCSE—discussed the national policies and government initiatives to lift families out of poverty.

SLI’s CSF Division Director of the Child Support Practice, Diane Potts co-chaired the successful event with AEI Fellow and incoming President Robert Doar. Diane led the audience’s participation in each of the seven plenary sessions including the keynote plenaries:

• “Cross-Agency Collaboration to Assist Impoverished Families” featuring Lynn Johnson, Assistant Secretary at HHS’s Administration for Children and Families, and Scott Lekan, Commissioner of the Office of Child Support Enforcement
• “A View from the Hill: Congressional Perspectives on the State of the IV-D Program” with Anne DeCesaro, Staff Director on the House Ways and Means Committee, and Ryan Martin, Senior Human Services Advisor for the Senate Finance Committee.

Susan Paikin, Meg Haynes, Phil Ashmore, and CSF consultant Hannah Roots joined 35 delegates from the U.S., delegates from 10 other countries, and the Permanent Bureau of the Hague Conference on International Private Law at the International Roundtable hosted by the Swiss Embassy.

• Hannah Roots facilitated the meeting as NCSEA’s Director of International Reciprocity.
• Meg Haynes facilitated a session to plan a Special Commission in 2020 focusing on operational issues of the Hague Convention.
