Since 2023, Margaret has been a client success consultant at Public Knowledge®. In this role, she partners with state agencies and organizations to drive innovative solutions across health and human services. She brings 12 years of experience across nonprofit, healthcare, and public-sector environments, with a background in organizational development, program operations, and strategic leadership. Her work has helped organizations build capacity, navigate change, and turn strategy into action. Margaret holds a Master of Business Administration from Colby‑Sawyer College and is a certified Project Management Professional (PMP®) and Certified Domestic Violence Specialist. Outside of work, she enjoys hiking with her husband and their dogs, Bruce and Charlie, and listening to comedy podcasts.

Steamboat Springs, CO

Since 2019, Whitney has been the Proposal Center Vice President at Public Knowledge®. She was previously a management consultant at the firm.

Whitney has worked as an attorney in the private sector and for the Wyoming Supreme Court to improve outcomes in child welfare cases. She has a strong background in rule and policy analysis, contract development, procurement, research, and writing. Whitney holds a law degree from the University of Wyoming College of Law and a Bachelor of Science from Mesa State College, now Colorado Mesa University. She is also a certified PMP. Whitney enjoys spending time in the mountains with her family.

Since 2023, Dolapo has been a market research analyst at Public Knowledge®. Dolapo is responsible for providing insights for strategic growth. Dolapo received a Master’s in Innovation Leadership from Western Carolina University and a Master’s in Business Administration from Cyprus Business School Europe. When not working, Dolapo enjoys working out and reading during quieter moments.

Since 2022, Alli has been the Programs Procurement and Innovation Practice Director at Public Knowledge®. Previously, she was a management consultant for the firm. Alli is responsible as the project manager for acquisition support services with North Carolina’s Department of Health and Human Services, Division of Mental Health, Developmental Disabilities, and Substance Abuse Services. She also serves as project manager for CCWIS Procurement Support efforts with the Wyoming Department of Family Services and deputy project manager for IV&V services for several Colorado OIT projects.

Alli has over 10 years of experience working in project management, strategic planning, stakeholder coordination and communication, and program and process development. She received her BS in family and consumer sciences, with honors, from the University of Wyoming. Alli enjoys playing volleyball and being outside with her husband and two boys when not working.

Since 2022, Ryan has been a management consultant at Public Knowledge®. Ryan is responsible for payment processing, auditing, and quality assurance support on a variety of projects. Ryan also has expertise in compliance and regulatory audit management, risk assessments, and legislative research. Ryan received his Bachelor of Science in Business Management from the University of Wyoming. Since 2025, Tasha Baker has been a management consultant at Public Knowledge®. Tasha has over 17 years of professional child welfare experience at local, state, and national levels. She provides change and implementation support to child welfare jurisdictions across various project areas, including agency assessment, federal and state strategic planning, safety and assessment, prevention and FFPSA, and leadership development.

She received her Master of Arts from Post University in Human Services. When not working, Tasha enjoys cooking, yoga, reading, and spending time with her friends and family.

Since 2023, Danielle has been a proposal writer at Public Knowledge®.  Danielle is responsible for researching, editing, and drafting competitive proposals. Danielle received her Bachelor of Arts in Philosophy from Montclair State University and her Master of Arts in History from East Stroudsburg University. When not working, Danielle enjoys reading, baking, going for walks, and playing games with her puppy. 

New Orleans, LA 

Since 2021, Kristin has been the copywriter at Public Knowledge®. She supports the Marketing Team by ensuring brand messaging consistency in the firm’s communication channels and is responsible for producing internal and external communications and thought leadership. Kristin has nearly 10 years of writing experience, including print and online publications and content writing. Kristin received her bachelor’s in mass communications from Wright State University. When not working, Kristin enjoys reading and exploring local hiking trails.

Since 2011, Holly has been a management consultant at Public Knowledge®. Holly is an analyst and project controller for the Washington IV&V Service projects, Montana, IV&V, and Oregon iQMS projects.

Holly has over 20 years of experience in business operations, financial disciplines, project management, and coordinating project planning. She has strong business and communication skills and builds authentic relationships with her clients and peers; her organizational skills allow her to work quickly on projects without sacrificing accuracy. Holly received her MBA from Walden University. She enjoys doing “DIY” home improvement projects and being active with her kids when not working.

Little Rock, AR

Since 2021, Elizabeth has been the Midwest Regional Vice President at Public Knowledge®. Her work for 30 years has concentrated on leadership and management, public policy, practical approaches to change and implementation, and social justice in child welfare. She has focused on ensuring that children are safely and permanently cared for within their own families and communities throughout her career.

Additionally, she is the Vice-Chair of the Board of Directors for Alia, a Minnesota-based non-profit aiming to inspire national change within child welfare. Previously, she was the Executive Director of the Office of Child Permanency at the Tennessee Department of Children’s Services (DCS) in Nashville. She was also a part of the federally funded Permanency Innovations Initiative Training and Technical Assistance Team (PII-TTAP).

Eatonton, Georgia

Since 2022, Julie has been the People Practice Director for Public Knowledge®. Julie is responsible as a subject matter expert for several child welfare projects, including the North Carolina Department of Health and Human Services Child Welfare Transformation Project, the Mississippi Department of Child Protection Services Consultation and Support Project, and the Oregon Child Welfare Review Project. She also serves as an organizational change management subject matter expert for Montana’s Department of Public Health and Human Services Medicaid Case Management System Transformation Project.

Julie has over 20 years of experience in child welfare, project management, professional development, and organizational change management in state governments and five years at the federal level. Julie earned her master’s in social work from the University of Georgia and is a Prosci® Certified Change Practitioner, Everything DiSC® Certified Practitioner, and Hogan Assessment Certified. When not working, Julie enjoys everything outdoor living on Lake Oconee, Georgia, offers to her, her husband, and her two dogs.

Since 2012, Adam has been a management consultant at Public Knowledge®. He has more than five years of project management or program management experience and more than 10 years of experience with risk identification, risk mitigation, quality assurance, quality control, independent assessment, analysis, writing, editing, performance metrics, quality standards, stakeholder engagement, and software development and implementation projects. When not working, Adam enjoys being outdoors, especially on the water.

Since 2025, Amy has been a management consultant at Public Knowledge®. Amy has worked for Medicaid and the Medicaid Fiscal Agent for a combined 24 years. Amy received her MPA from Marist College. When not working, Amy enjoys volunteering at her local animal shelter, fostering kittens, and reading any books the kittens have not yet eaten.

West Linn, OR

Since 2005, Eliza has been a management consultant at Public Knowledge®. She has been responsible for the evaluation activities of child welfare programs and has developed, tested, implemented, and managed case reviews and other qualitative data collection instruments. Eliza also conducted analyses to inform practice and conducted continuous quality improvement systems and activities with 15 years of experience working with local, state, and federal child welfare agencies. She received her dual master’s degree in Social Work and Government Affairs from the University of Pennsylvania. Eliza enjoys cooking, hiking, and chasing her toddler when not working.  

Saint Johns, Michigan

Since 2022, Wendy has been a management consultant at Public Knowledge®. Wendy is responsible for providing change and implementation support to child welfare jurisdictions across various project areas, including agency assessment, financing, continuous quality improvement (CQI) practices, and the effective use of data toward achieving sustainable program improvements and outcomes.

Wendy has 25 years of experience working with state and local child welfare agencies, from front-line specialists to statewide leadership. Her experience includes work on behalf of multiple program areas, including child protection, foster care, adoption/guardianship, and juvenile justice.

Wendy received her Master of Social Work from Michigan State University. She enjoys the outdoors, music, and time with family and friends when not working.

Newton, NH

Since 2023, Karen has been a management consultant at Public Knowledge®. Karen is responsible for identifying and delivering client solutions through research, project management, project support, analysis, and communication. Karen has over 20 years of experience in human services management. Karen received her Master’s in Business Administration from Western Governors University and is a Certified Project Management Professional (PMP)®. When not working, Karen enjoys kayaking, qi gong, finding peace in nature, and enjoying the chaos of life with kids and a dog.

Since 2022, Tracie has been a management consultant at Public Knowledge®. Tracie is a subject matter expert for child welfare projects. She has over 27 years of child welfare experience at both the direct-service and macro levels, including work with Practice Model development and implementation, Team Decision Making, Family Preservation and Reunification, Parent Partner implementation and training, and as a Reviewer (Quality Service Review and Child & Family Service Review). Tracie received her master’s in social work from Eastern Michigan University. When not working, Tracie enjoys spending time with family, friends and her dog, cooking, dancing, and traveling.

Since 2024, Lukas has been a management consultant at Public Knowledge®. He is responsible for delivering an exceptional client experience through stakeholder engagement and targeted problem-solving. Lukas received his master’s in Public Policy from the University of Denver. When not working, he enjoys hiking with his dogs and exploring new destinations.

Reston, VA

Since 2018, Nancy has been a management consultant at Public Knowledge®. In her time at the firm, she has contracted with Health and Human Services, Administration for Children and Families, Office of Child Support Enforcement, Division of Federal Systems, in Data Access. She is involved in the Paperwork Reduction Act and agreements securing data privacy. Nancy has 32 years of experience providing legal and attorney supervisory services to a state child support enforcement agency.

Nancy was an associate attorney with the Internal Revenue Service for three years. Nancy is also a past president and has been, since 1991, a board member of ERICSA. She is a native Northern Virginian and resides with Trixie, a tuxedo cat, and Ricky, a sable ferret.       

Pittsboro, NC

Crystal Dalmasso joined Public Knowledge® in 2023 and has been a client success consultant since 2024. Crystal is responsible for engagement expansion throughout the East region. Crystal is responsible for project support, facilitation, and training curriculum design. Crystal received her Master of Arts in Communication from Wichita State University and is an Everything DiSC® Certified Practitioner. When not working, Crystal enjoys experiencing new places, especially when traveling with her family.

Since 2023, Katie has been a management consultant at Public Knowledge®. Katie has over a decade of experience in education, administration, government, and policy. As a former curriculum administrator for Wyoming’s largest school district, Katie has led change management processes and program implementation. Katie is a project manager and a project management officer for Health and Medicaid projects in Wyoming and Colorado. She leads change management and stakeholder engagement on projects in Wyoming for the Department of Health and the Department of Family Services. Katie holds a bachelor’s in Elementary Education from the University of Wyoming, a master’s in educational leadership and administration, and a master’s in curriculum and instruction. She is a certified K-6 educator and K-12 principal. When not working, Katie loves spending time outdoors with her husband and two daughters.

Since 2023, Melba has been a management consultant at Public Knowledge®. She has over 20 years of expertise in child welfare, older adult public-private guardianship, juvenile justice, and healthcare consulting for the state government in Florida, Tennessee, and North Carolina, including the U.S. Department of Health and Human Services, Office of Juvenile Justice and Delinquency Prevention, and Centers for Medicare and Medicaid Services.

Stephen started as a management consultant at Public Knowledge® in 2022.  Stephen is responsible for projects in Colorado, Montana, Oregon, and Wyoming, with over 20 years of experience working with the public and higher education sectors. Stephen holds doctorates from the University of Oxford and Oklahoma State University, a master’s degree from the London School of Economics, and an MBA from the Quantic Institute. He is a Certified Change Practitioner, a Project Management Professional, a Board-Certified Coach, a Lean Six Sigma Black Belt, a SAFe Agilist, and Certified in Governance of Enterprise Information Technology. Since 2021, RJ has been a proposal coordinator at Public Knowledge®. RJ is responsible for assisting the proposal team, reviewing requests for proposal notifications, and updating the procurement site database. To the Public Knowledge® team, he brings 13 years of experience working in state government workforce programs and nonprofit management. Prior to working at the firm, he served as a program manager for the Wyoming Department of Workforce Services. When not working, RJ enjoys exploring antique stores and breweries.

Since 2002, Amy has been a management consultant at Public Knowledge®. Amy has 36 years of experience working with child support programs at the local, state, and federal levels. Her areas of expertise include privacy and data access, policy and procedures development, intergovernmental case processing, training, business process re-engineering, and change management.

Amy is an active child support advocacy community member and an ERICSA board member. Amy received her J.D. degree from Indiana University and is a trained mediator. When not working, Amy enjoys traveling, cooking (and eating), and playing Mahjong.

Since 2023, Brittany has been a management consultant at Public Knowledge®. Brittany is responsible for procurement, contracts, grants, and compliance. She is the project manager and subject matter expert for the North Carolina Department of Health and Human Services Electronic Health Records procurement project. Brittany has over 20 years of experience developing and implementing policies and procedures, overseeing procurement processes, and providing guidance and technical assistance to staff and executive management. Brittany received her bachelor’s degree from the Rochester Institute of Technology, is a Certified Public Procurement Officer, and a Prosci Certified Change Management Practitioner. In addition, Audrey has her master’s in public administration from the University of Washington and is a Certified ScrumMaster (CSM). Since 2021, Kassie has been the Senior Vice President, Business Development at Public Knowledge®. She has trained and facilitated communication strategies during her career, action-planned and executed change management, and performed visioning and strategy. Overall, Kassie has managed more than two dozen projects. She has more than 20 years of experience with the workforce, leadership, and senior leadership development and training.

Kassie received her Bachelor of Arts in communications from the University of Colorado Boulder and is a certified project management professional and certified Prosci® organizational change management practitioner. Kassie trained in Technology of Participation group facilitation methods through the Institute of Cultural Affairs.

Since 2015, Jill has been a management consultant at Public Knowledge®. Jill has managed projects for the Oregon Department of Transportation, Washington Department of Licensing, and Colorado Department of Corrections. She has been an organizational change management (OCM) subject matter expert for assignments in Washington, Oklahoma, and Mississippi, and a quality assurance analyst for several Oregon projects. Jill has over 25 years of experience working with the public sector in communications and OCM. Jill is certified in Prosci® organizational change management and IDEO’s advanced human-centered design thinking and is a graduate of the Northwest Public Health Leadership Institute. She is also certified in the Intercultural Development Inventory®. Jill enjoys baking, watching movies, and spending time with her family when not working.

Since 2022, Will has been the Senior Vice President of Delivery at Public Knowledge®, formerly serving as the Co-Vice President for Region 1. He has been responsible for business development efforts to assist state and local child welfare and human services agencies throughout his career. Will assist clients with a better understanding of the effectiveness of their programs and how best to implement needed improvements in their practice, policies, and procedures. He has 28 years of public sector child welfare and human services experience on the local, state, and federal levels. Will received his master’s degree in social work from the University of Alabama.

Since 2024, Jennifer has been a business development manager for Public Knowledge®. Jennifer is responsible for establishing and maintaining client relationships and exploring new opportunities in the Western United States. Additionally, Camilla has extensive experience driving initiatives in cross-functional collaboration with internal and external stakeholders. Camilla received her Doctorate of Jurisprudence from the University of Oregon School of Law. Since 2025, Sophie has been a management consultant at Public Knowledge®, focusing on projects supporting child welfare initiatives. She brings over 10 years of experience working with state agencies, family courts, and communities on child welfare practice models, the Family First Prevention Services Act, evidence-based practice, Continuous Quality Improvement, and restorative justice. Her background also includes policy development, direct service with children and families, and implementation of Certified Community Behavioral Health Clinic grants, Medicaid state plan amendments, and waivers.

Sophie is passionate about engaging people with lived experience and collaborating with service providers and tribal communities. She holds a Juris Doctor from Vermont Law School and is pursuing a Master of Social Work from Boston University. When not working, Sophie enjoys time with her partner, friends, and pets, being near the water, listening to music, dancing, and traveling.

Brenna is responsible for creating and monitoring project schedules, managing project budgets, internal team management, and stakeholder engagement. She focuses on education policy, curriculum development, and project management. Brenna received her BA in Elementary Education and K-12 English as a Second Language from the University of Wyoming. When not working, Brenna enjoys spending time with her family and cats, reading, hiking, and competing in bodybuilding competitions.

Since 2023, Sarah has been a management consultant at Public Knowledge®. Sarah is responsible for supporting clients by providing independent verification and validation. Her previous role at the Grand Junction Regional Center involved supervising direct care employees, creating strategic professional development and leadership opportunities, and developing the agency’s emergency response program per CMS regulations. Sarah received her master’s in Education Leadership and Public Administration from Colorado Mesa University and Adams State and is a Certified Project Management Professional (PMP)®. When not working, Sarah enjoys horseback riding and being mercilessly teased by her two teenage boys.

Since 2021, Pam has been the program’s technical writer for proposals at Public Knowledge®. She is responsible for research and writing to develop proposal responses for human services programs, including review, editing, formatting, and collaboration with the entire proposal team. She has more than 15 years of experience working with proposals and production processes and more than 30 years of writing, editing, desktop design, and other aspects of publishing.

Pamela has published and provided translation and marketing services for children’s and university publishing house divisions. Pamela received her B.A. in Humanities from New College and spoke Italian, Spanish, and French. Pamela enjoys swimming, yoga, vegetarian cooking, artwork, and reading when not working.

Since 2025, Lizaura Lopez has been a proposal coordinator at Public Knowledge®, where she assists in the development of proposals. She received her bachelor’s in English from the University of South Florida. When not working, Lizaura enjoys reading, rewatching New Girl, and spending time with friends and family.

Dallas, Georgia

Since 2025, Jude has been a management consultant at Public Knowledge®, bringing 30 years of child welfare experience across local, state, and federal levels. He has experience evaluating programs and implementing strategies to enhance practices, specializing in Continuous Quality Improvement processes. Jude has also provided training, leadership development, coaching, and technical assistance to improve child welfare outcomes. He is a Certified Master Coach with a master’s degree in social work from Fordham University. When not working, Jude enjoys spending time with family, reading, hiking, playing tennis, and traveling.

Since 2025, Marshall has been the Director of IT at Public Knowledge®, formerly serving as leader of the Global Service Desk for Gaming Laboratories International. With more than two decades of experience supporting knowledge workers in law firms and management consulting firms, he brings both tactical expertise and strategic vision to IT leadership. Marshall is passionate about mentoring, growing teams, and connecting technology to business outcomes. He holds CISSP and HDI Support Manager certifications, focusing on enabling organizational success by aligning technology, people, and culture.

Lindsey has been an Office Supervisor at Public Knowledge® since 2024, starting with the firm in 2022. Lindsey is responsible for sharing administrative support with the delivery and leadership teams. Lindsey received her master’s degree in Learning and Technology from Western Governors University. Since 2018, Tracy has been a management consultant at Public Knowledge®. Tracy is responsible as the project manager for the North Carolina Department of Health and Human Services Comprehensive Child Welfare Reform project. She also serves as an implementation specialist with the Capacity Building Center for States for the Strengthening Child Welfare Services grant in Washington.   

Tracy has over 30 years of experience in child welfare and spent 28 years with the Mississippi public child welfare agency. She received her MSW from the University of Southern Mississippi and is a licensed social worker. When not working, Tracy enjoys reading, singing, and spending time with her family.    

Jacksonville, FL

Since 2023, Donald has been a management consultant at Public Knowledge®. Donald is experienced in budgeting, financial reporting, data analysis, and procurement. He has over eight years of management and leadership experience in the public and private sectors. Donald received his MBA from Gardner-Webb University and is a certified Project Management Professional (PMP)®. When not working, Donald enjoys spending time with family, trying new restaurants, cheering for the Jacksonville Jaguars (his home team), and traveling.

Since 2023, Alicia has been the marketing coordinator at Public Knowledge®.  Alicia supports the Marketing Team to innovate and strengthen PK’s market and brand awareness and is responsible for vendor relations for business development and promotional activities. Alicia received her master’s in marketing from the University of Colorado Denver. She is a Certified Digital Marketing Professional. When not working, Alicia enjoys reading fantasy novels, creative writing (mostly poetry), and spending time with her two boys and husband. 

Georgetown, TX

Since 2024, Glenda has been the Vice President of the Federal Sector for Public Knowledge®. Previously, Glenda served as the Regional Vice President since 2014. Glenda has over 35 years of public sector child welfare experience in various program areas; eligibility services, child protection, family preservation, foster care, and adoption. Before joining Public Knowledge®, Glenda served as the Associate Commissioner of Eligibility Operations for Texas, managing 9,300 statewide staff in 251 locations, and providing economic support.

Glenda’s past work experiences have concentrated on voluntary prevention programs, child welfare, social services functions, frontline workers, frontline supervision, mid-level management, senior administration, and organizational change management. Glenda has served as a management consultant in assessment, change, development, technical assistance, mentoring, staff development, and direct child welfare delivery. Glenda holds a master’s degree in social work from The University of Georgia and has completed significant coursework towards a Ph.D. in Social Work.

Since 2020, Stephanie has been the Marketing Director at Public Knowledge®.  Stephanie is responsible for the firm’s marketing approach, communication channels management, and branding quality, with 11 years of experience working with marketing across various business sectors. Since 2021, Eric has been a management consultant at Public Knowledge®. Specializing in training development and instructional design for health and human services, he has a strong focus on integrating eLearning and virtual delivery into larger training implementation models. Starting with the Center for the Support of Families in 2013, he has worked on child welfare and child support projects at State and Federal levels for 10 years, creating digital training to reinforce the best practices of frontline workers in tandem with supplemental training designed to help their supervisors and leaders better coach, mentor, and support them. With over 20 years of design experience, Eric brings his creativity, passion, and empathy to training development. His goal is always to design and produce engaging, interactive eLearning deliverables and virtual work simulations that are trauma-informed allowing users a safe space to learn and make mistakes. Since 2015, Joan has been a management consultant at Public Knowledge®. Joan is responsible for providing change and implementation support to child welfare jurisdictions across a variety of project areas, including agency assessment, federal and state strategic planning, agency accreditation, continuous quality improvement (CQI) practices, and the effective use of data towards the achievement of sustainable program improvements and outcomes.

Joan has over 30 years of experience working with state and local child welfare agencies and currently serves as an implementation specialist and national authority in CQI for the Capacity Building Center for States. Lindsay is a subject matter expert for child welfare projects and is the project manager of the North Carolina Department of Health and Human Services Child Welfare Pre-Service Training Redesign Project. She has over 13 years of child welfare experience working with state and local agencies, foster care programs, strategic planning, change and implementation support, data analysis, and direct practice experience with children and families. Lindsay received her master’s in social work from the University of Wisconsin-Madison and is certified as a social worker. Since 2022, Ron has been the Systems Practice Director at Public Knowledge®. Ron is the Systems Practice Director at Public Knowledge® and has led multiple internal communities of practice related to Medicaid, Healthcare, and System Certification.

As a consultant, he has been a project manager on multiple Colorado Department of Health Care Policy and Financing procurement projects. He has held leadership positions on the Nevada MMIS Replacement, Wyoming WYFI Certification, Montana MPATH IV&V, Minnesota Modernization IV&V, and South Carolina MMIS IV&V projects.

Since 2022, Naomi has been the Vice President for Management Consulting Services at Public Knowledge®. She has previously served as a management consultant since 2000. In this role, she provides, supports, and fosters service delivery to our clients. In her career, Naomi has supported state governmental agencies engaged in planning and implementing federal and state health and human services programs. She consistently seeks to understand the significant picture context and the “why” of every situation. She is skilled in strategic planning and assessing organizational needs for large system projects, analyzing and facilitating stakeholder input and priorities to gain consensus, using research to collect data for decision making, and leading project teams to deliver services.  

In addition to her management consulting work, Naomi oversaw and developed training programs for two organizations, including a state health plan. Naomi has a master’s degree in Business Administration from the University of Illinois.

Since 2019, Doug has been a management consultant at Public Knowledge®. He brings over 30 years of child welfare financing experience to Public Knowledge. He spent the last seven years as the Assistant Commissioner of Finance and Budget for the Tennessee Department of Children Services. Doug oversaw all financial operations of the agency’s one-billion-dollar budget.   

Doug oversees Public Knowledge®’s financing work in South Carolina, Mississippi, North Carolina, and Missouri. He received his master’s from Truman State University (formerly) Northeast Missouri State University). When not working, Doug enjoys playing golf and attending Belmont University basketball games with his family.

Since 2023, Bree has been the West Regional Vice President at Public Knowledge®. As a PMP and a Prosci-certified Change Practitioner, she focuses on the people aspects of projects. She is a facilitator and strategic planner with previous experience in education. Regardless of whether she is providing OCM or QA services, Bree’s focus is on providing actionable information and recommendations and communicating these effectively. Since 2022, Allison has been the Programs Implementation and Evaluation Practice Director at Public Knowledge®.  Allison is responsible for building client relationships, project management, data analyses, research, and drafting deliverables. She has 18 years of experience working with state and local child welfare agencies and juvenile court systems and direct experience working with youth and families experiencing the child welfare system. 

Allison received her master’s degree in Counseling from the University of Wisconsin-Madison, is a Certified ToP Facilitator, and is a certified Project Management Practitioner. Allison enjoys getting outside, working out, and traveling when not working.

Since 2023, Colin has been the Health and Medicaid Industry Director at Public Knowledge®, having worked with the firm since 2009.  Colin provides IV&V services for the Pennsylvania MMIS Modernization project. Colin has over 12 years of experience performing test management for large projects and 16 years of experience supplying IV&V for state projects.  

Colin received his degree from Colorado State University and is a certified Project Management Professional and Certified ScrumMaster. When not working, Colin enjoys being outdoors and traveling.

Since 2023, Tracy Wilke has been a management consultant at Public Knowledge®. Tracy received her MSW from the University of Oklahoma, with a focus on macro social work, administration, and community organizing. She has 15 years of experience in coaching and facilitation. Since 1996, Jeff has been a management consultant for Public Knowledge®.  Jeff has held prior positions with Tennessee’s Department of Children’s Services. His most recent responsibilities included acting as the director of placement and provider services for 13 years. As recently as May of 2020, they were the director of contracts and procurement with Tennessee DCS. Jeff lives in Springfield, TN, and when not working, he enjoys playing golf and spending time with his children and grandchildren.
